DNS Policy and Overview Statement

The Department of Technology Services (DTS) administers and maintains the Domain Name System (DNS) for state government and other government organizations at all levels within the State of California.

Department of Technology Services is the primary authority for the following domains:
CA.GOV and STATE.CA.US
DTS is also the primary authority for several IN-ADDR.ARPA domains, as delegated by the American Registry of Internet Numbers (ARIN).

DTS offers this service on a no-fee basis to all government and quasi-government organizations that wish to use these domain names. Historically, CA.GOV domains may be requested by almost any type of government organization at any level. However, the STATE.CA.US domain is restricted to official state government organizations.

DTS provides the following broad range of services related to DNS:

REGISTRATION
Requests for new domains/zones that are to be maintained by the Data Center should include all appropriate information pertaining to the zone, including agency name; location; and the contact's name, phone number and e-mail address.
Requests for additions, deletions and modifications to existing zones must be submitted by authorized staff within the requesting agency.
All requests will be processed by DNS administrative staff, usually within 48 hours during the normal business week.

DELEGATION

Many sub-domains are delegated, either to the requesting agency or an ISP.

Requests for new delegations should include all appropriate information pertaining to the delegated zone, including agency name; location; and the contact's name, phone number and e-mail address.

Requests for additions, deletions and modifications to existing delegated zones must be submitted by authorized staff within the requesting agency.

All requests will be processed by DNS administrative staff, usually within 24 hours during the normal business week.

ADMINISTRATIVE AND TECHNICAL RESPONSIBILITIES FOR DELEGATIONS

There must be a knowledgeable and competent technical contact familiar with the Internet Domain Name System. DTS will NOT provide technical support for any entity that is not a current customer of DTS; however, customers may request technical support, if necessary.

Organizations requesting delegations must provide at least two independent, robust and reliable DNS name servers in physically separate locations on the Internet. The servers should be active and responsive to DNS queries BEFORE the application is submitted. Incomplete information regarding the servers and IP addresses or inactive servers will result in a delay of the registration process. The sub-domain administrator must accept all applicants on an equal basis and process requests in a timely manner.

The sub-domain manager must notify the CA.GOV Domain Registrar immediately regarding any changes in the name servers that should be reflected in the CA.GOV Domain zone files, or changes in the administrative and technical contact information.

The contact phone number given to the CA.GOV Domain Registrar should be answered during normal business hours. All messages received after business hours should be answered the next working day. This is required to resolve problems either by the CA.GOV Domain or directly by the customer. If DTS receives many complaints or experiences any problems contacting the delegated manager, the delegation may be revoked.

The CA.GOV Domain Registrar may choose to verify any or all information on registration applications (including the administrative contact). If it is determined that an application contains false or substantially misleading information, that application may be denied; if already active, the delegation may be revoked. In either case, all other delegations made to the entity submitting the false or misleading application may also be revoked.
